DRAFT [Roll Call Vote] <br />RESOLUTION NO. 1995-4 <br />RESOLUTION OF THE SOUTHERN CALIFORNIA PUBLIC POWER <br />AUTHORITY (I) PROVIDING FOR AN ADDITIONAL CONTRIBUTION TO <br />THE AUTHORITY' S GENERAL EWND, ( I I ) AUTHORIZING THE <br />AUTHORITY TO MAKE A CONTRIBUTION TO SUPPORT THE APPA EMF <br />RAPID PROGRAM, ATYD (111) AUTHORIZING THE TAKING OF <br />CERTAIN RELATED ACTION (APPA EMF RAPID MATTERS) <br />WHEREAS, the Board of Directors of the Southern <br />California Public Power Authority (the "Authority"), in its <br />Resolution No. 1990-15, established a revolving general fund (the <br />"General Fund") for the payment of costs and expenses incurred by <br />the Authority from time to time in carrying out its purposes; <br />WHEREAS, the Board of Directors of the Authority, in its <br />Resolution No. 1992-1, provided for the continuation of the General <br />Fund and established a procedure to be followed with respect to <br />additional contributions to the General Fund; <br />WHEREAS, the Board of Directors of the Authority, in <br />various resolutions, has provided for additional contributions to <br />the General Fund for the purpose of paying costs and expenses <br />incurred by the Authority from time to time with respect to certain <br />specified matters; <br />WHEREAS, the Board of Directors of the Authority wishes <br />to provide for an additional contribution to the General Fund for <br />the purpose of making contributions to support the American Public <br />Power Association (APPA) Electric and Magnetic Fields (EMF) <br />Research and Public Information Dissemination (RAPID) Program, and <br />certain members (the "Contributing Members") are willing to make <br />such additional contribution; <br />WHEREAS, the Authority and Members of the Authority will <br />derive significant benefits from the Authority's contribution to <br />the EMF RAPID Program, including, but not limited to accelerating <br />research and developing responsible public policy regarding <br />electric and magnetic fields; and <br />WHEREAS, the allocation of general expenses of the <br />Authority established by Resolution No. 1994-11 and similar <br />resolutions does not apply to the costs and expenses to be paid <br />from such additional contribution;
