RESOLUTION NO. 2000-28 <br />RESOLUTION OF THE BOARD OF DIRF,CTORS OF THE <br />SOUTHERN CALIFORNIA PUBLlC POWER AUTHOFUTY <br />FINDING TEAT MEMBERS OF THE AUTHORITY <br />DESZRE TO JOINTLY CONDUCT STUDIES AND <br />RELATED ACTlONS FOR FUTURE RICSOURCES, <br />AUTHORIZLNG RESOURCE STUDIES AND RELATED <br />ACTIONS, AND AUTHORIZING THE COLLECTION AND <br />EXPENDlTlJRE OF CERTAIN FUNDS RELATED <br />THEIRIETO <br />WHEREAS, certain members of the Southern California Public Power Authority (the <br />"Authority") are conducting studies to determine whether new resources will be required to serve <br />their electric loads; and <br />WHEREAS, performing such studies and taking related actions jointly through the <br />Authority will be more cost efficient than conducting multiple independent studies and taking <br />multiple independent actions; and <br />WHEREAS, such studies and related actions are necessary in order for members to <br />determine whether to participate in future resources; and <br />WHEREAS, certain of such studies and actions may be directed toward a specific <br />proposed project, but such studies and actions nevertheless will have general applicability to <br />other potential resource projects; and <br />WHEREAS, certain members of the Authority desire to fund such studies and related <br />actions through the Authority; and <br />WHEREAS, the Board of Directors of the Authority, in its Resolution No. 1990-15, <br />established a revolving general fund (the "General Fund"); in its Resolution No. 1992-1, <br />established a procedure to be followed with respect to additional contributions to the General <br />Fund; and in its Resolution No. 1995-2, provided for a separate bank account (the "Restructuring <br />Account") to hold and disburse the additional contributions to the General Fund with respect to <br />joint planning matters; and <br />WHEREAS, the Board of Directors of the Authority wishes to provide for additional <br />contributions to the General Fund, which contributions will be paid by members of the <br />Authority. <br />NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE SOUTHERN <br />CALIFORNIA PUBLIC POWER AUTHORITY DOES HEREBY RESOLVE, DETERMINE <br />AND ORDER:
