WHEREAS, The Southern California Public Power Authority (SCPPA) <br />was created pursuant to provisions contained in the Joint Exercise of Powers Act found <br />in Chapter 5 of Division 7 of Title 1 of the California Government Code, (referred to <br />herein as "the Act"), by its members for the purpose of collectively undertaking the <br />planning, contracting for, development, improvement, betterment, operation, and <br />maintenance of projects for the generation of electric energy, including projects <br />associated with fuel procurement, and the corresponding development and <br />implementation of systems and frameworks to assist its members in planning and in the <br />management of energy portfolios and risk analysis in connection with natural gas and <br />power prices, and to further the efficient planning, management and utilization by its <br />members of tools and services for energy risk management; and <br />WHEREAS, SCPPA has carried forth these goals, in part, through <br />programs for SCPPA members which promote economies in the efficient utilization of <br />generation and in satisfying generation fuel needs through, among other things, the <br />hedging of natural gas and the management of member generation fuel risks. These <br />programs have sought to promote systems, vehicles and methodologies which seek to <br />achieve greater economies in generation among SCPPA members through natural gas <br />and energy hedging strategies, thereby reducing costs and providing effective fuel and <br />generation resource planning so as to achieve energy needs in a cost effective manner <br />
