RESOLUTION NO. 2009-50 <br />RESOLUTION OF THE BOARD OF DIRECTORS OF SOUTHERN <br />CALIFORNIA PUBLIC POWER AUTHORITY AUTHORIZING <br />OFFICERS OF THE AUTHORITY TO (n APPLY ON BEHALF OF THE <br />MEMBERS TO THE DEPARTMENT OF ENERGY AND OTHER <br />AGENCIES RESPONSIBLE FOR ALLOCATING AND DISTRIBUTING <br />FUNDS IN SUPPORT OF PROJECTS RELATING TO ENERGY, <br />DEMAND SIDE MANAGEMENT, AND SMART GRID SOLUTIONS; <br />AND (II) DO ALL THINGS DEEMED NECESSARY OR APPROPRIATE <br />TO FUND STIMULUS PROJECTS <br />WHEREAS, the Southern California Public Power Authority (the Authority) owns <br />interests in various generation and transmission projects, the output of which has been sold to <br />Members of the Authority (Members); and <br />WHEREAS, certain Members are engaged in the generation, transmission, and <br />distribution of electrical energy to retail customers, including assisting such customers with the <br />efficient use of said energy; and <br />WHEREAS, certain Members have forecasted and planned projects which may qualify <br />for State and Federal funding; and wish to collaboratively apply for joint or like projects between <br />Members under the Authority, or to have the Authority promote or develop projects on behalf of <br />the Members; and <br />WHEREAS, the Finance Committee of the Southern California Public Power Authority <br />has determined that it is in the best interest of the Authority to proceed with preparing all <br />documents necessary or appropriate to apply for Federal and State sources of financing, grants, <br />and other contributions (Applications) to fund costs associated with the projects to be installed in <br />multiple locations within the jurisdiction of certain members of the Authority; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Authority as <br />follows: <br />1. The Executive Director is authorized and directed to make Applications and <br />receive contributions on behalf of the Members, or if by the Authority, to directly fund projects <br />for the benefit of the Member(s) of the Authority, and <br />2. The Applications will reflect the intent of the Members to <br />a) Deploy the Project(s) as an organized and distributed resource(s) among the respective <br />Member service territories, and <br />c) Facilitate local job creation and other economic development within the Member <br />service territories, and <br />d) Meet objectives of Energy Generation, Transmission and delivery, Peak Load <br />reduction, Smart Grid and targeted Demand Side Management, and Energy Efficiency <br />improvements to support the objectives of improving grid operations and reducing Green -House - <br />Gas emissions. <br />
