RESOLUTION NO. 2009-44 <br />RESOLUTION OF THE BOARD OF DIRECTORS OF SOUTHERN <br />CALIFORNIA PUBLIC POWER AUTHORITY (I) APPROVING THE <br />UTILITY SCALE ENERGY STORAGE PROJECT; AND (II) <br />AUTHORIZING OFFICERS OF THE AUTHORITY TO APPLY ON <br />BEHALF OF THE MEMBERS TO THE DEPARTMENT OF ENERGY <br />AND OTHER AGENCIES RESPONSIBLE FOR ALLOCATING AND <br />DISTRIBUTING FUNDS IN SUPPORT OF ENERGY STORAGE, <br />DEMAND SIDE MANAGEMENT, AND SMART GRID SOLUTIONS; <br />AND (III) DO ALL THINGS DEEMED NECESSARY OR APPROPRIATE <br />TO FUND THE PROJECT <br />WHEREAS, the Southern California Public Power Authority (the Authority) owns <br />interests in various generation and transmission projects, the output of which has been sold to <br />Members of the Authority (Members); and <br />WHEREAS, certain Members are engaged in the generation, transmission, and <br />distribution of electrical energy to retail customers, including assisting such customers with the <br />efficient use of said energy; and <br />WHEREAS, certain Members have a need for utility -scale energy storage solutions to <br />reduce peak demand or shift consumption relative to generation supply profiles, and integrate <br />with other smart -grid applications (Integrated Generation); and <br />WHEREAS, the Finance Committee of the Southefn California Public Power Authority <br />has determined that it is in the best interest of the Authority to proceed with preparing all <br />documents necessary or appropriate to apply for Federal and State sources of financing, grants, <br />and other contributions (Applications) to fund costs associated with the acquisition and <br />installation of "Ice Bear" units from Ice Energy, which units will be installed in multiple <br />locations within the jurisdiction of certain members of the Authority; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Authority as <br />follows: <br />1. The Executive Director is authorized and directed to make Applications and <br />receive contributions on behalf of the Members, or if by the Authority, to directly fund projects <br />for the benefit of the Member(s) of the Authority, and <br />2. The Applications will reflect the intent of the Members to <br />a) Deliver an Utility -Scale Energy Storage Project of 76MW or greater, and <br />b) Deploy the Project as an organized and distributed resource among the respective <br />Member service territories, and <br />
