RESOLUTION NO. 2013-072 <br />RESOLUTION OF THE SOUTHERN CALIFORNIA PUBLIC <br />POWER AUTHORITY IN SUPPORT OF PARTICIPATION <br />IN THE DEVELOPMENT OF THE CALIFORNIA <br />TECHNICAL FORUM (CaITF) <br />WHEREAS, the Southern California Public Power Authority (the Authority) <br />owns interests in various generation and transmission projects, the output of which has <br />been sold to Members of the Authority (Members); and <br />WHEREAS, certain SCPPA member utilities ("Participants") are engaged <br />in the generation, transmission, and distribution of electrical energy to retail customers, <br />including assisting such customers with the efficient use of said energy; and <br />WHEREAS, certain Members have a requirement to report on the <br />performance and cost-effectiveness of their respective energy efficiency programs to <br />the California Energy Commission; and <br />WHEREAS, CaITF is being developed to create statewide collaborative of <br />technical experts who will develop and maintain an improved and unbiased set of <br />information related to the energy efficiency measures, programs and portfolios in the <br />State; and <br />WHEREAS, CaITF is very interested in including California's publicly - <br />owned utilities (POUs) in the planning, development and implementation of this <br />collaborative; and <br />WHEREAS, CaITF is offering POUs 2 positions on the 14 -member CaITF <br />Policy Advisory Committee, as well as an unspecified number of potential positions on <br />the 30 -member technical forum; and <br />WHEREAS, CaITF is forecasting potential cost exposure for Participants <br />of approximately $1.8 million per year; and <br />WHEREAS, while CaITF Participant cost-sharing has not been structured <br />or finalized, the potential POU share of these costs is estimated at approximately <br />$500,000 dollars per year; and <br />WHEREAS, CaITF is moving forward on an accelerated timeline towards <br />development and implementation. <br />
