WHEREAS, to carry forth these goals and objectives SCPPA has worked <br />with SCPPA members in the corresponding development and implementation of <br />systems and frameworks to assist its members in the planning and management of <br />energy portfolios and the acquisition of renewable resources in connection with their <br />renewable energy goals, and to further the efficient planning, management and <br />utilization by its members of those tools and services appropriate to these goals; and <br />WHEREAS, SCPPA has carried forth these matters, in part, through <br />programs for procurement of services and resources necessary to facilitate the <br />satisfaction of project requirements including member programs for procurement of <br />goods and services necessary for the administration of SCPPA projects; and <br />WHEREAS, by way of Resolution 1992-16 the Board of Directors <br />previously approved a SCPPA Procurement Code and by way of the same resolution <br />designated the Executive Director of the Southern California Public Power Authority as <br />the Purchasing Manager for the Authority; and <br />WHEREAS, in recent SCPPA Project structures, SCPPA Agency <br />Agreements between the Southern California Public Power Authority and the <br />Department of Water and Power of the City of Los Angeles have authorized the <br />Department as the agent of SCPPA to either utilize the SCPPA procurement code <br />applicable to the Project or utilize the Department's own procurement rules; and <br />WHEREAS, the Department has now requested SCPPA, to authorize and <br />approve, the utilization of the Department's procurement rules, policies and procedures <br />in those SCPPA Projects in which the Department is a majority Project Participant, by <br />way of a resolution of the Board of Directors; and <br />WHEREAS, SCPPA is willing to carry out this request to provide for the <br />utilization of the LADWP procurement rules, procedures and policies in those SCPPA <br />Projects in which the Department is a majority Project Participant, by way of a resolution <br />of the Board of Directors in addition to the normal provisions of the SCPPA—LADWP <br />Agency Agreements. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the <br />Authority as follows: <br />1. The Board of Directors hereby authorizes the utilization of the Department of <br />Water and Power's internal procurement rules and internal procurement <br />policies with respect to SCPPA procurement actions pertaining to Southern <br />California Public Power Authority Projects in which the Department of Water <br />and Power of the City of Los Angeles is the majority Project participant. <br />2. The Board of Directors hereby authorizes the Executive Director to carry <br />out any coordination which may be appropriate between SCPPA and the <br />Purchasing Services Division of the Department and to enter into such <br />arrangements between SCPPA and the Department or its personnel as may <br />be appropriate to carry forth the provisions of this Resolution. <br />4 <br />
